Jeff Koistinen Arrested Fleeing US On Federal Child Porn Charges

KXLG News has gathered more information regarding federal charges that are now pending against Watertown native Jeffrey Allen Koistinen. On August 31, 2023, he was denied release and was ordered to remain detained pending trial as he was at risk of non-appearance. The date of arrest is listed as August 30, 2023.

These federal charges stem from a complaint statement constituting the violation that on or about November 19, 2019, at or near Marana, in the District of Arizona, Koistinen did knowingly receive and attempt to receive child pornography, that is, visual depictions, the production of which involved the use of a minor engaging in sexually explicit conduct.

The federal court documents continue that six digital photos were received “depicting prepubescent minors engaged in sexually explicit conduct via a chat application and the internet.”

Based on the complaint, it’s explained an individual is labeled as “CT” because an investigation is still ongoing involving Homeland Security Investigations (HSI) and the arrested “child trafficker..” It is said that Koistinen was identified as one of CT’s customers and, on at least three occasions, provided transaction information while chatting with CT, and the account linked back to Koistinen. Remitly records showed Koistinen used his account to send ten payments between October 2019 and November 30, 2020.

It is said that the “child trafficker” (CT) in the Phillippines collected fees from customers who were provided child sex abuse material and “shows” where customers could direct acts of sexual abuse on minor children in real-time during private webcam interactions.

Several chat interactions are mentioned within the complaint, quoting explicit statements made by Koistinen indicative of child sex trafficking via live streaming and showing numerous calls being made over the “Chat Platform.”

In August of 2022, Koistinen’s cellphone was seized from a search warrant in connection with a drug trafficking investigation; after the search revealed child sex abuse images on the device, the device was searched under a warrant for child exploitation offenses.
