“Operation Hot Wheels” Luxury Car Title Wash Bust In PA
Authorities in Pennsylvania have uncovered a $3.8 million exotic car theft ring involving an insider, with one suspect now facing decades in prison.
Attorney General Dave Sunday says 40-year-old Adam K. Richardson, a PennDOT-authorized tag agent, allegedly ran a title-washing scheme using falsified documents to give stolen vehicles clean Pennsylvania titles. That allowed dozens of high-end cars—including models from Ferrari, Mercedes-Benz, BMW, and Cadillac—to be resold as legitimate.
Dubbed “Operation Hot Wheels,” the case involves 65 vehicles worth over $3.8 million, with nearly 40 recovered so far. Investigators say some buyers knowingly purchased stolen vehicles, raising concerns about how easily “washed” cars can be used in further crimes.
Richardson is accused of exploiting his system access to push fraudulent titles through PennDOT, effectively legitimizing stolen vehicles for resale. Buyers—even those acting in good faith—could lose both the car and their money if the vehicles are reclaimed by original owners, with little help from insurance.
He faces multiple felony charges, including corrupt organizations, forgery, and dealing in unlawful proceeds, and has been denied bail. More arrests may follow as the investigation continues.
